Does this make the award decision?

No. It establishes what was offered. How that is weighted, what it costs and who wins remain yours to decide.

Can we use it on a single-source submission?

Yes, and that runs today. Checking one package against the specification is the same work without the comparison.

How does it help if a bidder challenges the outcome?

Each deviation is recorded against the clause it departs from, with the page it came from, which is a materially stronger position than a scored spreadsheet.

Does engineering still have to review?
